CONSTRUCTION
(HEALTH, SAFETY AND WELFARE) REGULATIONS
These Regulations are made under the Health and Safety at Work Act 1974 and apply to all construction work. Their aim is to clarify, simplify and modernise construction law, making it easier to understand and comply with. The duties under these Regulations apply to all employers, self-employed and employees undertaking construction work.
Main New Requirements
Prevention of Falls:
Suitable and sufficient steps must be taken to prevent any person falling from a height of 2 metres or more, where necessary, suitable working platforms, guard-rails, barriers, toe boards, fences, crawling boards and ladders should be provided.
Traffic Routes:
Vehicles using traffic routes must not cause danger to the health or safety of persons on a construction site.
Doors and Gates:
Any door, gate or hatch (including a temporary door, gate or hatch) must incorporate or be fitted with safety devices.
Inspection Requirements:
Inspections are required for any place of work at a height of 2 metres or more. This includes scaffolding, boatswain's chairs, cages, skips, cradles and any place of work supported by ropes or cables. No work can be carried out unless the inspector is satisfied that work can be undertaken safely. Other areas requiring inspection are: excavations of depths of 1.2 metres or more, Cofferdams and Caissons and confined spaces.
Fire Precautions:
Fire-fighting devices and, where appropriate, fire detectors and alarm systems, must be provided.
Emergency Routes and Exits:
Emergency routes and exits must be provided on a construction site to enable all persons to reach safety quickly in the event of danger.
Temperature:
The temperature at any place of work should be reasonable, regarding the purpose for which the place is used. Any protective clothing or equipment provided should be suitable for the place of work.
